PACER Exemption Information
Pursuant to the Electronic Public Access Fee Schedule, the Court may exempt indigent persons, bankruptcy case trustees, individual researchers associated with educational institutions, state courts and 26 U.S.C. § 501(c)(3) not-for-profit organizations from PACER fee charges. Please note that an exemption granted to an individual academic researcher does not extend to research assistants.
To apply for an exemption, the party must first register for a PACER account on the PACER web site. Thereafter, the party must submit a written exemption request to the Court that, in addition to the PACER account number and username, includes the following:
1. If applicable, a brief description of the project that requires information obtained from PACER;
2. An estimated period for which the exemption would be in effect;
3. The PACER account number to which the requested exemption would apply;
4. An explanation why the exemption is necessary to avoid unreasonable burdens and to promote public access to information; and
5. If applicable, confirmation that the research project is intended for scholarly research, is limited in scope, and is not intended for redistribution on the internet or for commercial purposes.
Please send all requests to:
